Hard lockout
The circulator blower motor is drawing far less current than expected after the heat-on delay, so the control locks the furnace out.
Manual wording: “Circulator blower motor is consuming very little current after heat ON delay - below expected value.”

Likely causes, most common first
- Loose wiring connections to and from the blower motor
- Circulator blower motor 120 volt L1 wire is not plugged into the CIRC-H connection on the integrated control board
- Heating blower speed not set correctly
- Circulator blower motor failure

Blower motor wiring and speed setup are inside the blower compartment. Technician only.
A Goodman furnace throwing this code repeatedly has a reason — clearing the code without fixing the cause just hides it.
